Confirms that he has value for a trade and that potential destinations won't want to risk him reaching free agency. Per NFL.com.

The new story is that the Eagles will use the transition tag on Foles, which will be a few million less that the franchise tag.
There is no two first round picks comp, but it gives us right to match, and provided that he doesn't sign it, we have until July 15th to come to an agreement.
This would give Foles more options. However, his cap value would likely be a prohibitive 18M, which means massive cuts and restructures to make room.
Still doesn't make sense.
Think of it another way:
Take a look at the Eagles salary cap detail for 2019 as of right now.
go make the $18 M of cap room to keep Foles.
tell me how youre doing it and who you are letting go, beside forfeiting our chance to be players in free agency.
Can't see it

B'more has a deal in place with Denver before the league year begins and when teams have to comply with the cap. The Eagles can do the same thing with Foles if he's tagged ... I think. Linc ...

I think there's a big difference here O.
The Eagles have no cap room and need to cut players to make room for Foles in the new league year to fit under the cap. They do not have the benefit of waiting, unless you think they want to make a whole bunch of hasty moves and idly sit by in the early days of FA.
Baltimore was 32M under the cap WITH Flacco and did not have to do any cap gymnastics at the new league year. Waiting was not going to worsen their position. Now they are $50M under the cap without Flacco.
Different bargaining position.
