I don't disagree. I think this year will be a huge test considering some player departures and signings.
I know the Chiefs and Seahawks technically have a 'GM,' but Reid and Carroll are clearly running the show there. Reid would definitely be ranked higher.

It's good to see.
I like that Howie realized that you can take advantage of the over value of mid to late draft picks for veteran players.
I like that he has a handle on the comp picks.
I like the team that he and Douglas make.
He's really good at the cap stuff, although I have to chuckle at all the praise he gets in this area. It is mostly just basic math, mixed with knowledge of a fairly basic legal document. Seems like a good guy. Happy for his success. He's a customer. Good people.

He definitely has to be up there. I believe he seems to listen to his staff very-well, which helps. His mastery of the salary cap helps even more.
I'm glad we have him.
